assistance program which provides discounts from basic local service
and broadband charges through specified governmental programs.

Lifeline is a government assistance program, the service is
non-transferable, only eligible consumers may enroll in the program,
and the program is limited to one discount per household.

Toll blocking is available at no charge for low income customers that
qualify.
